A Memorandum of Understanding between the Skolkovo Foundation and the Indian company Tata Sons Limited was signed.
The finalists of the contest to develop the urban concept for the Skolkovo Innovation centre were announced - the companies OMA (the Netherlands) and AREP (France).
The construction of Skolkovo was launched. The Russian President Dmitry Medvedev has defined the first reference point from which to begin the countdown of the coordinate system of the Skolkovo Innovation centre. Using the first reference point, architects and builders will be able to identify the second reference point, to orient the building according to the cardinal points and make a precise plan of the Skolkovo Innovation centre.

As part of the All-Russia Innovation Forum entitled "Russia, Moving Ahead!" the Skolkovo Foundation signed an agreement with the Lukoil Company, the Foundation for Assistance to Small Innovative Enterprises in Science and Technology and two Russian cities - Tyumen and Kazan. It also has signed a memorandum of cooperation with the State Corporation Rosatom.
The Foundation for Development of the centre for Elaboration and Commercialisation of New Technologies (Skolkovo Foundation) and Intel Corporation have signed a cooperation agreement on a number of target areas, related to research and development, peer support for the development of effective institutions, as well as the international promoting of Skolkovo.
The Council of the Foundation for Development of the centre for Elaboration and Commercialisation of New Technologies approved the regulations on the assignment and loss of Participant Status in the creation and operations of the Innovation centre.
The Skolkovo Foundation and the American company Cisco announced a competition for the Skolkovo Innovations Award, with the support of Cisco I-prize. The main objective of the competition is to attract talents and ideas that will, in future, become start-ups in the Skolkovo Innovation centre.
Skolkovo Foundation and Nokia signed a Memorandum of Understanding. Under the agreement, next year Nokia will open a research centre in the Skolkovo Innovation centre, which will become part of the global innovation network. The centre plans to develop cooperation between Nokia and leading Russian universities, with which the company is actively cooperating in the research area.
The Skolkovo Foundation made its first appointments. Oleg Alekseyev became Vice President of the Skolkovo Foundation and Chief Executive Officer for Education and Research; Igor Goryanin - Executive Director of the Biological and Medical Technologies Cluster of the Skolkovo Innovation centre; Pavel Korolev – Vice President of the Skolkovo Foundation and Head of the Foundation’s Administration; Viktor Maslakov - City Manager of the Skolkovo Innovation centre; Roman Romanovsky - Managing Director for Key Partners of the Skolkovo Innovation centre; Alexey Sitnikov - Head of the Department for International Development of the Skolkovo Foundation; Vyacheslav Solonitsin - Chief Investment Officer of the Skolkovo Innovation centre; Alexander Turkot - Executive Director of the Information Technology Cluster of the Skolkovo Innovation centre.
An agreement on cooperation was signed between the Federal Migration Service (FMS) and Foundation for Development of the centre for Elaboration and Commercialisation of New Technologies (Skolkovo Foundation). The main purpose of the agreement is the cooperation of the Skolkovo Foundation and the FMS of Russia in preparation of entry documents and work permits for foreign nationals who will work in the Skolkovo Innovation centre. Plans call for simplifying the procedures and the creation of subdivision of the FMS of Russia at the Innovation centre.
The Skolkovo Foundation and the Microsoft Company signed a cooperation agreement, under which the corporation plans to develop five areas in the Innovation centre: to place the Microsoft centre in Skolkovo, conduct research in cooperation with Russian universities and research institutes, to extend programmes to support the Russian innovative start-ups, to create shared access to IT technology, to participate in the creation of the Skolkovo Technological University.
The mandate of the Skolkovo Foundation, adopted at the meeting of the Foundation for Development of the centre for Elaboration and Commercialisation of New Technologies (Skolkovo Foundation) entered into force on October 11 in Moscow. The mandate defines the main objectives, scope and powers of the Skolkovo Foundation, the functions of the management company of the Skolkovo Innovation centre, as well as the principles for granting the status of Project Participant in Skolkovo and participation of the Skolkovo Foundation in the financing of project participants.
The first meeting of the Advisory Scientific Board of the Skolkovo Foundation has taken place. The meeting of the Advisory Scientific Board was attended by its co-chairs, the Nobel Prize winner, Zhores Alferov and Roger Kornberg, as well as other board members - eminent Russian and foreign scientists. At the meeting, Alferov proposed to establish an Expert Board that would select project participants from already submitted and future applications.
The results of contest to develop the urban concept of the Skolkovo Innovation centre were announced. According to the results of the consultations, and peer review of the Council on the Establishment and Development of the Urban Environment in Skolkovo, it was decided to enter into contracts for the development of the urban concept for the Skolkovo Innovation centre with the following companies: AREP ville; JURONG Consultants Pte Ltd; Ove ARUP and Partners International, PLLC; Perkins Eastman Architects International, PLLC; SWECO INTERNATIONAL AB / SWECO Architects AB.
The Russian President Dmitry Medvedev signed a Federal Law "On the Skolkovo Innovation centre", passed by the State Duma on September 21, and approved by the Federation Council on September 22. The Federal law regulates the relations connected to the implementation of the measures aimed at creating and operating the Skolkovo Innovation centre, as well as life support systems on its territory.
Applications for the pre-qualification of the general designer for the project’s development (stages "P" and "RD") of the Centre for Urban Development of the Skolkovo Innovation centre started being accepted. Selected were the winners of the qualifying selection to determine the designers who would develop a town-planning concept for the Skolkovo territory. Having analysed the applications received from tender participants in the qualification round and applying qualifying criteria, the management of the Skolkovo Foundation chose ten companies. The winners - five designers from the above ten companies - will be announced following the meeting of the Council on the Establishment and Development of the Urban Environment of the Skolkovo Innovation centre, in the period from September 15 to September 20, 2010.
Dmitry Medvedev approved the Advisory Board of Scientific Non-Profit Foundation for Development of the centre for Elaboration and Commercialisation of New Technologies." The council includes eminent Russian and foreign scientists.
The winners of the tender for the development of the brand for the Skolkovo Innovation centre have been chosen. According to the results of the voting, the Tender Committee selected MIR LLC and SPN Ogilvy Public Relations as the winners. These companies will enter into contracts to develop the brand for the Innovation centre. The original concept, introduced by the Magic Box Arena, received honorable mention.
Applications from designers to participate in a closed town-planning competition started being accepted. The task of the selected designers will be to develop the urban concept of the Novoivanovskoye Settlement in the Odintsovo District of the Moscow Region, and the Skolkovo Innovation centre is a part of it. The development of the town-planning concept will take place in a closed town-planning competition among the leading 3 -5 Designers with experience in urban planning of the world's largest projects.
The winner of the qualification selection of the contracting company to carry out engineering surveys was announced. Having examined the applications received from the participants in tender of contracting companies wishing to conduct engineering research, the management of the Foundation agreed on the selection of State Unitary Enterprise Mosgorgeotrest.
The winner of the qualification selection of Consultant was announced. Having examined the applications, received from the participants in the Consultant selection tender, the management of the Foundation agreed on the selection of Maxmakers Ltd. (Switzerland).
Applications for participation in the prequalification of contracting companies in the engineering survey started being accepted. The objectives of the contracting companies included the execution of engineering surveys that are required for land use planning, architectural design and construction of the Innovation centre.
Applications for participation in the qualifying selection of a Consultant started being accepted. The tasks of the Consultant include the formation of the brief for the development of the urban concept for the Innovation centre, participation in the selection of design bureaus - developers of urban planning concepts, support in the development of the urban concept and participation in choosing the best option for the urban concept of the Innovation centre.
At the meeting of the Presidential Commission on Modernisation in Khanty-Mansiysk, Dmitry Medvedev announced that the head of the Skolkovo Innovation Centre, from the Russian part, will be the Head of the Renova Group of Companies, Viktor Vekselberg.
The question as to who will become the co-chair of the International Working Group is still open. "It is now time to move on to practical work,” said Dmitry Medvedev. “We need to create not only the material base but also an effective system. We started all this, not to build a certain number of buildings there, or to create regular production laboratories. All of this will be infrastructure," he said. Most importantly, according to Dmitry Medvedev, that for the people working there, intelligible monitoring systems should be developed. Given the magnitude of this project, and the fact that its implementation should be interesting not only to government agencies, but also to the business community, the latter should occupy itself with this, the President believes.
As a result, the working group chose Skolkovo. This was announced by Dmitry Medvedev at the meeting with students, winners of the Olympiad. According to the President, an ultra-modern scientific and technological complex for the elaboration and commercialisation of new technologies will be built there.
"On the base of this centre, all the five strategic high-tech areas will be developed and modernised - such as energy, IT, telecommunications, biomedical technologies and nuclear technologies. And I have decided that we will build this centre in a place where we already have a good start on this, in order to achieve results quickly. Speed is of particular importance, so we will build it in Skolkovo," said the head of state.
In the article "A Miracle is Possible" (Vedomosti), Vladislav Surkov, for the first time revealed where and why Russia would create a national analogue of the Silicon Valley. According to him, innovations that will be grown in clusters of domestic corporations will be "transplanted" there. Among the places where one may construct a centre, he mentioned Tomsk, Novosibirsk, Saint Petersburg, Obninsk, and a number of areas within close proximity of Moscow.
Within the frames of the project on creating the innovation centre “Skolkovo”, the Foundation of Development of the Centre of Research and Commercializing of the New Technologies was officially registered in Moscow.
The Russian President Dmitry Medvedev announced that the former head of Intel, Craig Barrett, was appointed the Co-Chair of the Supervisory Board of Management of Skolkovo.
The prominent American biochemist and professor of structural biology at Stanford University, winner of the Nobel Prize in 2006, Roger David Kornberg, became the Co-Chair of the Science and Technology Council of the Skolkovo Innovation centre. Zhores Alferov has been appointed as the Co-Chair of the Scientific and Technical Council from the Russian part.
Vladislav Surkov said that Skolkovo project will create a Scientific and Technical Council, which will include both Russian and foreign scientists, engineers and experts. The Council will have two co-chairs. On the Russian side it will be the Nobel laureate, Zhores Alferov, who in his turn, will nominate the co-chair "from abroad."
Vladislav Surkov, in a televised response to a question as to how long it would take to create the new complex, said that the construction work may take from three to seven years. According to Mr. Surkov, "The core of the city, its central part will be built first. After that, it will grow to a considerable extent on its own, without any involvement of the state." He noted that the state should "at some point move away from it all" and provide with an opportunity to "develop on its own". As for the formation of the scientific environment, it can be formed, according to the Deputy Head of the Presidential Administration, in 10-15 years, "This is the time in which a chain reaction that would be difficult to stop may appear, and there will be a wave of inventions of Russian origin."
